Flour and water and strips of newspaper. for the frog shape try using those long skinny balloons for the legs and twist them into the shape you want and maybe ping pong balls for the eyes and a regular balloon for the body. Pop the balloons when the paper mache is dry. Have fun with it.

The recipe I use for paper mache includes water, flour and Elmer’s glue, a lots of strips of newspapers. Just mix flour with enough water to make it qooey and thick then add some glue to make it stickier. Use the print sections of paper and avoid the ad papers. The add sections slid to much and I’ve found the print part of the paper absurbs the mache and works better. You can use any size balloons for the shape, and you can pop them before they are all the way dry and form your shape to your desires. You can build up the eyes with just balls of mache. Then paint with acrylic paints. Good luck
